📖 The Story
No spoilers ahead — just enough to see if it fits your taste.
The film opens on a random act of violence. A man’s car is hit by a stranger, and when he gets out to photograph the damage for his car insurance, the stranger kills him. Detective Jung Tae-seok goes through the crime scene and suspects a serial killer, but his commanding officer does not believe him.
Crime boss Jang Dong-su then meets the same killer on his way home from a meeting. The killer hits his car and tries to kill him, and a brutal fight leaves both men injured. The killer escapes after running Dong-su over with his car, and Dong-su ends up in the hospital.
His henchmen assume a rival gang is behind it and counter-attack, but Dong-su is not convinced. The killer’s moves seemed random and purposeless to him, not like a gang hit. Tae-seok visits him in the hospital and asks for his cooperation, and Dong-su refuses.
Instead, Dong-su sends his own men after the killer. Working from a sketch and his memory of the killer’s license plate, they find the car and a knife. Dong-su finally tells Tae-seok what they found, and the two agree to team up. Dong-su will provide manpower and cover expenses, on one condition: the killer belongs to whoever finds him first.
The goals could not be further apart. Dong-su wants the killer dead as revenge, while Tae-seok wants to arrest him to solve five connected murder cases and win a promotion. That uneasy deal is the engine of the film: an incorruptible cop and a gangster who keeps disrupting his work, forced to share one target.
The alliance is tested almost at once. Dong-su orders his right-hand man, Kwon Oh-sung, to kill his rival Heo Sang-do using the killer’s knife, which already carries traces of blood from the killer’s earlier victims. When Tae-seok learns what he has done, the two men fight, and the case is transferred to the major case squad.
From there the film moves between chases, funerals and ambushes. Tae-seok discovers through a forensic test that the killer is a missing person, and Dong-su helps a high school girl by giving her his umbrella, only to learn that she has been murdered and his umbrella was found at the crime scene. The two men and their crews close in on the area where she died, which sets up the finale.
🏁 Ending Explained
Full spoilers from this point — what happened, and why.
The capture Dong-su and Tae-seok and their men eventually find the killer in a car. In the chase that follows, the killer manages to kill Oh-sung, but he is finally captured and incapacitated by Dong-su. Dong-su takes him away to torture and kill him, until Tae-seok tracks them down and crashes his car into the hideout just as Dong-su is about to finish it. Tae-seok hits Dong-su with his car and arrests the killer.
The arrest does not solve the problem. According to Wikipedia, the police have no conclusive evidence against the killer, Kang Kyung-ho. As a last resort, Tae-seok asks Dong-su, the sole survivor of the killer’s attacks, to testify. At the same time, Tae-seok threatens to release a tape of Dong-su’s confession of having Sang-do killed.
The testimony At the trial, Dong-su arrives to testify and gives decisive testimony. He correctly predicts that Kyung-ho has a stab wound on his body, inflicted by Dong-su himself during their first encounter. The court sentences Kyung-ho to death.
The win comes with a price for the gangster. According to Wikipedia, Dong-su is also arrested because of his illegal activities. Tae-seok, for his part, is finally promoted.
What the ending means Dong-su is sent to the prison where Kyung-ho is kept, which was the condition he had asked Tae-seok to fulfill in exchange for his testimony. Spotting Kyung-ho, he enters the prison gleefully. The last scene shows Kyung-ho showering while Dong-su confronts him with a rope in his hand and a smile on his face. The film does not show what happens next, so the revenge Dong-su wanted is left hanging as the credits approach. It is a grim, darkly funny ending: the cop gets his promotion, and the gangster gets one more chance at the killer. Reports of the final scene are limited, so finer details may differ from how other summaries tell it.
✍️ KDramaWorlds Editor’s Take
Worth watching or not — our honest read, and who it’s for.
The Gangster, the Cop, the Devil works because the premise is so clean. A gangster and a detective each want the same man, and the deal they strike, whoever finds him first decides his fate, keeps the film moving. Don Lee brings his usual burly charisma to Jang Dong-su, and Kim Moo-yul plays Jung Tae-seok as the incorruptible cop who cannot stand him but needs him.
Critics were warm toward it. On Rotten Tomatoes, according to Wikipedia, it holds 97% based on 34 reviews, and the site’s consensus calls it an odd couple cop thriller with a twist that blends humour and hard-hitting action. Not every reviewer was fully convinced: The Guardian’s Leslie Felperin wrote that the final act shreds credulity and the structure is a bit wonky, but still called it a real kick in the head. On TMDB it scores 7.9 from 1,618 votes, and in Korea it is rated 19+.
If you like Korean crime thrillers and do not mind blood on screen, it is a good watch. Go in for the two leads and the cat-and-mouse deal rather than for a fully realistic procedural.
